Abstract：

China’s engagement with Africa’s renewable energy market: from a perspective of dynamic institutional engagement

Renewable energy projects such as wind and solar has increasingly become the central component of China's Green BRI proposal. Yet, it requires significant institutional changes of current Chinese financial-industrial complex that previously focused mainly on conventional energy activities. Using the case of China’s involvement in South Africa and Ethiopia’s wind and solar energy sectors, we investigate the institutional challenges that constraining scalability of Chinese renewable energy projects in Africa. Our study reveals that from the Chinese side, the institutional fragmentation and vacuum has led to the lack of a clear engagement strategy with host African countries. On the African side, the development of wind and solar energy projects is often amid the on-going and fast-changing ideological and institutional changes on energy sector governance, which is not yet captured by key Chinese BRI agencies, which deters China’s ambition in promoting wind and solar energy projects in the region.
